About SaferAfrica Project

As observed in many African countries, rapid economic growth is translating into increased motorization, which leads to increasing road fatalities. Conversely Europe shows a stabilization of the motorization level and, thus, a decreasing number of fatalities. Emerging Economies in Africa are experiencing big increases in traffic, for which their traffic systems are not sufficiently prepared.

Several actions are already on-going and important policy documents are already in place, paving the way for road safety improvements. The African Union and the United Nations Economic Commission for Africa – UNECA defined the African Road Safety Action Plan 2011-2020  and through the adoption of the African Road Safety Charter, the Member States of the African Union aim to build a political framework to improve road safety. 

In this context, Europe could play an important role in supporting African countries in improving their road safety and traffic management conditions to achieve better performance.

Hence the mission of SaferAfrica, to be worked out by the Consortium through an extensive network of African and European stakeholders. In this respect, the overall objective of SaferAfrica is to create favourable conditions and opportunities for the effective implementation of actions for road safety and traffic management in African countries by setting up a Dialogue Platform between Africa and Europe.

An additional project objective is to increase the awareness of African stakeholders and end users on road safety by means of an African Road Safety Observatory.

Through the Dialogue Platform, policy recommendations are provided to support the implementation of the African Road Safety Action Plan, as well as fostering the adoption of specific road safety initiatives. It will also be used as a network framework for activating Twinning Programs on specific issues.

All the project activities are oriented to the “Safe System” approach and grouped in four pillars:

The project is supported by an Advisory Board, a non-executive body composed by prominent international experts, in charge of guarantying a high level of quality of the project results.

  • Emmanuel Lagarde, Doctor and research Director for prevention and traumatisms, having a large experience in Africa, National Institute of Health and Medical Research, France
  • Francis Kwaku Afukaar, Principal Research Scientist, expert of road safety, Council for Scientific and Industrial Research, Ghana
  • Peter Taniform, Road safety and multimodal transport expert, World Bank, Cameroon



The project has been approved and funded by the EC in the frame of the Horizon 2020 “Mobility for growth” call for proposal 2015 within the “Smart, Green & Integrated transport” Work Programme. The project is coordinated the Research Centre for Transport and Logistics of “Sapienza” University of Rome. The Project Coordinator is Prof. Luca Persia. The project consortium is based on the participation of sixteen partners coming from different European and African countries.
